Dust pollution special work plan
In order to control, reduce and eliminate the dust hazards of ceramic production and refractory manufacturing enterprises (hereinafter referred to as two types of enterprises), the State Administration of Safety Supervision and Administration decided to organize and carry out special dust hazard control work from March 2016 to the end of 2017, and formulated the following plans.
I. General requirements, scope and objectives of the work.
(1) General requirements.
Focusing on the main task of "post dust concentration control up to standard", and taking supervision, law enforcement and typical demonstration as the grasp, we should promote enterprises to improve production technology, improve dust prevention facilities and strengthen occupational hygiene management, effectively curb the occurrence of pneumoconiosis.

Construction, sanitation and other ceramic and ceramic raw materials production enterprises, refractory materials manufacturing, refractory raw materials production enterprises.
(three) work objectives.
On the basis of the comprehensive implementation of the project management, the requirements of "four 100%" have been achieved: first, the allocation rate of personal protective equipment for workers in key positions of dust hazards is 100%; second, the training rate of enterprise leaders, occupational health managers and workers exposed to dust is 100%; third, the periodic detection rate of dust hazards is 100%; fourth, workers exposed to dust. Two. Work steps
Special treatment is divided into four stages.
(1) the start-up phase (from March 2016 to the end of June).

The relevant regional organizations should conduct a thorough investigation, comprehensively grasp the number, registration type, production scale, number of employees (including labor dispatch workers), dust exposure posts and the number of workers in the two types of enterprises in the region, and register for the establishment and improvement of basic management files.
2. make plans. The relevant regions shall, in light of their actual conditions, formulate a governance work programme to further refine requirements, objectives, tasks, measures and time nodes. According to the principle of grading responsibility, we should define the three level governance tasks of province, city and county.
3. publicity campaign. Relevant regions should organize and convene two types of enterprise governance start-up and deployment meetings, carry out special training for enterprise leaders and managers, and convey governance requirements to the two types of enterprises, so that enterprises can clearly define the key tasks, main measures and time requirements of governance.
The provincial safety supervision departments shall submit the basic information of the two types of enterprises within their jurisdiction (see Annexes 1 and 2) and the management work programme to the Occupational Health Department of the State Administration of Safety Supervision in a timely manner.
(two) Enterprise Investigation and management stage (from July 2016 to the end of June 2017).
The main tasks of the safety supervision department are: first, setting up a model. Large and medium-sized enterprises with good dust-proof facilities and standardized occupational hygiene management should be chosen as model enterprises in relevant areas, and governance work should be promoted by means of typical demonstration through organizing observation and study, and holding on-site meetings. Each province (region, city), city (territory), county (city or district) should set up 1 models at least. Two is to strengthen supervision. The relevant areas should focus on enterprises with more than 100 workers, strengthen supervision and inspection of enterprise investigation and management, and run through the whole stage of enterprise investigation and management. At least two rounds of supervision and inspection will be carried out at this stage to cover all two types of enterprises in the jurisdiction.
The main tasks of the two types of enterprises are: first, make a plan for investigation and management. All the two kinds of enterprises whose dust concentration exceeds the standard should seriously carry out the investigation and control of dust hazards, formulate the control scheme of dust hazards, employ the design organization of dust removal facilities, scientifically design and reform dust prevention facilities, and make clear the control measures, progress and capital investment. The two is to check and rectify the standard. Targeted project management measures and management measures should be taken, with emphasis on upgrading and improving dust-proof and dust-removal facilities, and at the same time implementing various occupational health management measures. Enterprises should keep corresponding photos or videos before and after governance.
